Cardiff and District Association Football League Cup Rules 2020/2021

CUP RULES

1. NAME OF COMPETITIONS
The competitions shall be called 'The Lord Ninian Stuart Cup', 'G.D. Roberts Cup', 'Cardiff City
Supporters Club Cup', 'Under 16, 15, 13 & 12 Cups' respectively and shall be managed by the
Council of The Cardiff & District League.

THE RULES OF THESE COMPETITIONS SHALL BE THE SAME AS THE RULES
COVERING THE OPERATION OF THE LEAGUE WITH THE FOLLOWING EXCEPTIONS.

2. RADIUS
The Lord Ninian Stuart Cup Competitions shall be open to teams in the Premier and First
Divisions of The Cardiff & District League and to Senior Club of equal standing in South and Mid
Glamorgan within a radius of 15 miles of Cardiff, such teams to be directly affiliated to The South
Wales Football Association. The G.D. Roberts Cup Competition shall be open to Divisions two,
three and four of The Cardiff & District League and to teams of equal standing in South and Mid
Glamorgan within a radius of 15 miles of Cardiff. Such teams to be directly affiliated to The South
Wales Football Association.
The Cardiff City Supporters Club Cup Competition shall be open to teams in the Premier and First
Divisions and the winning team from Section 'A'.
The Under 16, 15, 14, 13 & 12 Cup Competition shall be open to teams in their respective
Divisions of 'The Cardiff& District League.
The winning team from Section A of the Cardiff City Supporters Cup Competition not intending to
progress to the first Round Proper of the Cardiff Supporters Club Cup Competition will not be
awarded the winning Trophy.

3. EXEMPTIONS
The two teams which competed in the Final Ties of the Cardiff City Supporters Cup, The Lord
Ninian Stuart Cup and the G.D. Roberts Cup Competitions in the previous season, shall be
exempted from the first round of these Competitions.
The Team which won the Final Round of the Cardiff City Supporters Cup Competition Section 'A’
in the previous season shall be exempted from the first round, if applicable.

4. APPLICATIONS AND FEES
Entry into the appropriate Cup Competitions will be automatic upon acceptance of the team into the
League. Clubs not members of The Cardiff & District League wishing to enter either the Lord
Ninian Stuart or G.D. Roberts Cup Competitions must apply in writing to the League Secretary by
1st June and must be accompanied by a Cup entry fee of £15.00.
Any application received later than the 1st June, may be accepted subject to the approval of the league management Council. The League management council reserves the right to refuse entry of any team for any of these cup competitions. In all rounds of all league cup competitions up to and including the quarter finals, the total cost of each league cup match to be shared between the competing teams.
If the first drawn team decides that the cup round is to be played on a private venue, the away team shall only be liable to pay an amount not exceeding half of the current Cardiff City Council pitch fee.
In the semi finals of all league cup competitions, the fees of the match officials to be shared between the competing teams. The cost of the ground hire in semi finals and finals to be paid by the league.

5. QUALIFIED PLAYERS
A player shall not play for more than one competing team in the same season. Only bonafide
players of a team shall play. A bonafide player is one who has signed his portion of the Players
Registration Form and is registered for that team with the League Registration Secretary.

In respect of the Lord Ninian Stuart Cup Competition a bonafide player is one who is correctly
registered for a team either in the Premier or First Divisions of The Cardiff & District
League or equal standing as detailed in Cup Rule 2.
In respect of the G.D. Roberts Cup Competition, a bonafide player is one who is correctly
registered for a team either in the Divisions two, three and four of The Cardiff District league or
equal standing as detailed in Cup Rule 2.
In respect of the Cardiff City Supporters Club, Section 'A' Under 16, 15, 14, 13 and 12 Cup
Competitions a bonafide player is one who is currently registered for the relevant team.
IN RESPECT OF ALL CUP COMPETITIONS A BONAFIDE PLAYER IS ONE WHO HAS
BEEN REGISTERED WITH THE LEAGUE REGISTRATION SECRETARY AT LEAST 7
DAYS PRIOR TO THE MATCH, OR WHO HAS PLAYED THREE LEAGUE GAMES FOR THE
APPROPRIATE TEAM UNLESS SPECIAL SANCTION OF THE LEAGUE MANAGEMENT
COUNCIL HAS BEEN OBTAINED. A CLUB WITH TWO SENIOR TEAMS WISHING TO
TRANSFER A PLAYER TO ITS OTHER TEAM FOR CUP MATCHES MUST SUBMIT THE
APPROPRIATE TRANSFER FORM TO THE LEAGUE REGISTRATION SECRETARY AT
LEAST 7 DAYS PRIOR TO THE MATCH. THIS TRANSFER IS SUBJECT TO THE RULES
REGARDING BONAFIDE PLAYERS. A PLAYER MAY NOT PLAY IN BOTH THE LORD
NINIAN STUART AND G.D. ROBERTS CUP COMPETITIONS.
Any player who has played in The South Wales Football Association Senior Cup, 'The Welsh F.A.
Cup', The F.A. Challenge Cup, Corinthian Cup, C.W. Bruty Cup or Cup Competitions of a similar
status, during the present season for any Club other than that for which he is registered in these
competitions shall not be eligible for the competitions unless he has been a bonafide player of the
competing teams for at least one month and has played at least three League matches during the
current season for the relevant team.
Protests regarding the playing of ineligible players will be dealt with in accordance with League
Rule 16 (Protests).
If the Council has any doubt as to the qualification of any player competing in these Competitions,
it shall have the power to call upon such player or the Club to which he belongs or for which he has
played, to prove to the satisfaction of the Council that he's properly qualified according to the
Rules, and FAILING such satisfactory proof, the Council shall have the power to disqualify such a
player and remove the team for which he has played from the Competition, and may be dealt with
as the League Council deem fit. In the case of any player being found ineligible, the team playing
him must be adjudged to have lost the match. Any Club leaving the ground before the expiration of
the game must be adjudged to have lost the match.
In case of postponed, drawn or replayed matches only those players who were eligible on the date
originally fixed for the competition of the round shall be eligible to play.

6. CUP TIE SYSTEM
Matches shall be played on The South Wales Football Association Cup-tie system and the first
drawn Club shall have the choice of grounds. Unless the League Management Council shall decide
that the first Clubs drawn in the semi-finals shall have the choice of grounds, the semi-finals and
the finals must be played on a ground or grounds chosen by the League Management Council, and
the gate receipt shall go to League funds.
ANY CLUB FAILING TO PLAY ON OR BEFORE THE CONFERENCE DATE WILL BE
STRUCK OUT OF THE COMPETITION AND DEALT WITH AS THE LEAGUE
MANAGEMENT COUNCIL MAY DEEM FIT.
Extra time will be played in all rounds when necessary. Senior Division 15 mins each way.
Under 16, 15, 14, Divisions 10 mins each way. Under 13 & 12 Divisions, 7 mins each way.
If at the end of extra time the scores are still level, the tie will be decided by the taking of penalty
kicks.
The League Council shall have the power to exclude from this season or any subsequent season's
Competitions any Club, Club Official or player whose conduct has been in the League Council's
opinion objectionable.

7. GATE MONEY
All Clubs taking gate money shall allow the visiting team half gate after paying Referees and
Linesman fees and all legitimate expenses.
8. COLOURS
Every player must wear the distinctive colours of the team for which he is a playing member and
should two teams have similar colours the Away team shall change its colours. Should both teams
concerned in the semi-final or final tie have similar colours then both teams must change.
